They are apparently beta testing this at the moment and I imagine they'll be looking at the effects on the advertiser with such a prominent listing as well as overall effect on other advertisers on the page / how people react to this kind of format generally. Unless well managed, it might well start to look a bit untidy. I think you may have a point there.
